The difference between Muslims and Arabs is that Muslims are a religious group governed by the Holy Quran.   Arab is not a religious group, but an ethnicity.   Every person belonging to the Arab ethnic group is not Muslim, and every person practicing the Muslim faith is not Arabic.  
In regards to the policy changes that the United States has made in regards to Arabs and Muslims in our society, I found very few.   It seems as though the changes that have been made, or are being considered are not necessarily in favor of Arabs and Muslims.   One of the proposed policy changes that I have found has the American Muslim community alarmed.   This policy change would allow the FBI to investigate Americans without evidence of wrongdoing, relying instead on a terrorist profile that could single out Muslims and Arabs.
Orientalism refers to the imitation or depiction of aspects of Eastern cultures by Western writers.   A couple of characteristics attributed to Orientalism are inscrutability, and religious extremism.   Some ways for people to reduced prejudice and discrimination in their cities and towns is to organize public activities that push people to communicate in different work groups. By doing this, people would have the opportunity to interact with other ethnic groups, and gain a new respect for that individual.   Most people develop certain biases or prejudices based on stereotypes or information that they have heard from others.   I feel that if they were to speak with people from other ethnic backgrounds, they would be able to judge them as individuals, and see that everyone does not fit into certain stereotypes.   I also feel as though various cultural activities would also reduce prejudice and discrimination, because it would give some a better understanding of why certain ethnic groups have various practices.
