Environmental Analysis of California’s Water Industry
      The Bear Valley Community Services District (BVCSD) provides water, wastewater, refuse, roads, private gate, postal contract unit as well as police and dispatch services for nearly 8000 residents in a rural mountain community in Southern California. The development consists of approximately 26,000 acres and includes primarily single-family homes with a few condominiums, a small commercial area, equestrian facilities, golf course, parks, open areas, and two recreational lakes. The original developers envisioned a retirement community; however, the present area is much more diversified. The BVCSD is responsible for providing safe reliable drinking water to all residents. The focus of this paper is on the BVCSD’s water delivery system and the macroeconomic variables that affect California’s water industry.  
      Amid global economic slowdown, concerns about water shortages persist. California is entering its third year of drought. Snowpack this winter is running below normal driving demand for solutions such as water reuse, new pipes, more efficient irrigation and metering technology, and desalination. Governments around the world have been turning to infrastructure spending as a form of economic stimulus bringing more attention to the water crisis.   The U.S. federal government is expected to increase its water spending by $8 to$10 billion over the next two years as part of the stimulus package.   A strong growth outlook for the water industry is expected, although the BVCSD’s growth rates have stalled to less than one percent per year while and total water use has declined from 0 years ago.
