Losses To The State Of Meghalaya Due To The Ban On Felling Of Trees By The Supreme Court Of India

The State of Forest Report 2005 for Meghalaya indicates as follows for the Khasi   and Jaintia Hills districts of the State:

The total area under working schemes for the Khasi and Jaintia Hills Districts of the State is:

(181.35 +169.61) = 350.96 Sq Km.

The actual volume allowed to be removed as per these approved working Schemes per annum is 67,000 M3   (35,000M3   Pine and   27,000M3   non-pine)

It can therefore be computed, at conservative estimates, that if approved working schemes are prepared and gotten approved for the total area under forest in the Khasi and Jaintia Hills Districts, the volume of timber available for extraction would be:

7,76,930 M3   Non-Pine   at 100% of the approved working scheme
11,50,260 M3 Pine           at 100% of the approved working scheme, and
3,88,470 M3   Non-Pine   at   50% of the approved working scheme
5,75,130 M3   Pine       at   50% of the approved working scheme.

The revenue that would have accrued from 50% of the above areas for the timber available from them would be as follows.

To the forest owners @ Rs 700.00 per M3   for pine   =         Rs. 40,25,91,000.00

                                  @ Rs.1050.00 per M3 for non-pine = Rs. 40,78,93,500.00

To the State Government @Rs.500.00 per truck load as Export Transit fees, assuming each truck carries 15M3sawn timber ie (3,88,470 M3   + 5,75,130 M3 x 60%   / 15) x 500 considering only 60% outturn from the round logs, we have
Rs.1,92,72,000.00 per annum

To the State Agency, FDCM Ltd @ Rs 70.00 per M3 =   Rs. 6,74,52,000.00 per annum.
