Perfect city

Before we can examine what the best possible city will look like we will have to define what that cities purpose is to it’s inhabitants and whether the people are there to serve the city or visa versa. I believe that every government or city derives it’s power and very existence from it’s people. I don’t feel a city is somehow an entity that the people are there to serve and maintain. When defining what a persons duties are to their city we are in fact discussing what their duties are to each other as people living in the same geographic area. Therefor the city is there to protect and carry out the will of the people and to protect its citizens from threats both external and internal.
However this leads to two difficult questions which are what is the will of the people and what if their decisions are based on false information, bigotry, or ignorance. Thus we must examine human nature to determine if mankind is capable of ruling itself and what will be required to provide a stable living environment. The difficulty with discussing human nature is that there are no universal truths with humans. However I do believe in universal capabilities and by that I mean the moment we are conceived we all have as much potential as anyone else unless of course there is a genetic disease or some sort of complication. Whether we begin to take different paths from one another in life could be as early as the second the egg is fertilized based on the mother’s interaction with the world or after they are born based on how they are raised. However in my experience it seems completely random how some people will be made stronger by an experience while others are either beaten down or turned into a deviant person by the same experience. For instance I had two friends with basically the exact same childhoods. Both had raging alcoholic mothers and absent fathers. They did not know each other and one is to this day one of the most trustworthy nicest people you will ever meet...
