There is no single talent management technology solution that will address the unique needs of every organization. Implementing a solution that addresses an organizations specific needs and objectives requires careful planning and coordination of a variety of resources. To achieve maximum return on investment, the resulting solution must be adopted by users, improve or enable processes, and deliver the right data for effective decision-support (The Newman Group, 2008). Technology is transforming how business and government enterprises operate and, as a result, how people work. Information technology is the critical raw material for decision making and the foundation for producing products and providing services (Regan & O’Connor, 2002, pp 8). People create information; people use information; people control information (Regan & O’Connor, pp 8).
Technology is a general term for the processes by which people and organizations use a combination of tools, machines, computers, knowledge and skills, to increase the control and understanding of the material environment (World English Dictionary, 2007). The ability to use technology to enhance individual, work- group, and organizational performance will become increasingly important in the twenty-first century workplace (Regan & O’Connor, 2002, pp. 41). This ability requires thorough understanding of organizational development and change leadership as well as information technology skills (Regan & O’Connor, 2002, pp. 41). In addition, in order for people to understand the implications and ramifications of technology and the speed at which it progresses takes knowledge and work.
