The water resources problem that was depicted in the video was the over fishing of the ocean by commercial fishermen. Jeremy Jackson with Scripps Institute of Oceanography says that he believes that the ocean is being over fished based on facts that he has gathered over a period of two years and that no fishing zones need to be enacted. The flip side of the argument is presented by a commercial fisherman named Pete Dupuis is that the fishing is a good as it has ever been and that enacting no fishing zones will help to prevent over fishing but it will not solve the problem.
A plan that should benefit both sides of the argument would be to put a reasonable limit on the amount of fish that can be taken out of the ocean. One reason to do this is to enable more fish to reproduce creating larger populations. Accurate checks could be put in to place by allowing spot checks, having accurate computerized logs, and checking all ships that come back to port. Another restriction that could be put in to place would be to put a size restriction on the fish that can be taken out of the ocean. This would enable the smaller fish to get bigger and allow them to reproduce as well. Granted commercial fishermen use nets and they catch many different kinds of fish that are all different sizes but if it is over the limit or undersized then they should be thrown back as safely as possible.
This plan will be viewed both negatively and positively by both sides of the argument. One negative view that environmentalists might have is that some may think that the plan being implemented is not doing enough to reduce over fishing. A positive view for the environmentalists is that the fishing is being curtailed some and that it will give the fish a chance to reproduce.
The negative view that may be expressed by the commercial fishermen is that the laws are too strict and that they can not make any money due to the regulations in place. The positive view that may be expressed...
